This is the dance b-boys and b-girls do before getting down on the ground. It looks like your are skipping around. It's used very often to create attention and make people clear the space so you can actually go on the ground & break.  This dance is hard to describe, just watch the animation and learn it Ok. Toprock isn't really hard but it takes usually people quite lot of practice to master it.
